For sui_getDelegatedStakes is the owner param SuiAddress that of a wallet? Or one of the sui_address from ValidatorMetadata (like from sui_getValidators or sui_getSuiSystemState )?

owner param is the SuiAddress of the owner who delegated SUI to a validator.
