I’m new to Sui and trying to understand how governance works. Are most decisions made by the Sui Foundation, or by the community? I’m a bit confused because I saw SIP-68 about the Cetus breach was community-driven, so I’d like to know which kinds of decisions are voted on by the community and which are decided by the Foundation.
In case Sui does have (or plans to have) a DAO, I’d be glad if you could also help me with a few more detailed questions:

Do all SIPs follow the same decision-making process, or does it depend on whether they’re about consensus changes, new features, or bug fixes?

What happens if there’s a strong conflict in the community about a proposal? Has Sui ever experienced something like this, similar to how other chains ended up splitting?

Does the Sui team or foundation have a committee that takes part in governance, or is it entirely community-based?
